Identifying Foreign Principals
Below is an overview of the process for identifying individuals or entities that meet the definition of a Foreign Principal.
Foreign Principals are entities or individuals who meet any one of the following criteria:
- Government or Government Official of a Foreign Country of Concern
- Political Party or Political Party Member of a Foreign Country of Concern
- Entity in FCOC or subsidiary thereof.
- Individual Domiciled in a Foreign Country of Concern
 4.1. Domiciled is defined as: 鈥淎 physical presence in a foreign country of concern with an intent to return thereto. Intent is demonstrated by an absence of seeking citizenship in the United States鈥. (click on image for larger view) (click on image for larger view)
