Dr. David Scanga is the Co-Director and Endowed Chair of Education Innovation of the David C. Anchin Center for the Advancement of Teaching. He holds a doctorate (Ed.D.) in Educational Leadership and Policy Studies from the 91社区 and a Master of Arts in School Psychology from the University of Indiana in Pennsylvania. He has served in diverse roles, including student services, both school and district administration, and taught various university courses in educational leadership. Over his career, he has worked in rural and urban education settings in the United States and internationally. Dr. Scanga has presented at numerous state and national conferences on topics related to inclusionary practices, strengths-based leadership, and ways to support school principals. 

Dr. Scanga鈥檚 passion for learning aligns with the mission of advancing the teaching profession of the David C. Anchin Center. A continuous search for a new spirit of teaching and learning is needed to prepare educators to equip students for a rapidly changing world. Both systems and networking thinking are dominant themes in his research. Today鈥檚 educational organizations must be flexible, responsive, and networked. Robust organizations are affiliated organizations that enable adaptation to the changing dynamics of a globalized world.  

The core beliefs of the David C. Anchin Center are focused on providing all students access to excellent teachers and rich educational experiences. This is accomplished through ongoing professional development that enhances the skills and abilities of teachers, so students are provided with an equitable learning opportunity to learn and succeed.

Rachel Hatten, Ph.D.

Dr. Rachel Hatten is Co-Director of the David C. Anchin Center for the Advancement of Teaching, where she leads the development and implementation of a comprehensive portfolio of professional learning opportunities for practicing educators and school and district leaders. In this role, she co-leads strategic planning, program design, partnership development, and the stewardship of funded initiatives, working collaboratively with faculty, school systems, and community partners to advance instructional practice and educator development.

With more than two decades of experience in education, Dr. Hatten is a scholar鈥損ractitioner whose work bridges the worlds of research and practice. She began her career as a high school English teacher, spending over a decade in the classroom teaching a range of courses and serving as a literacy coach and equity coach. She later held district leadership roles in Pasco County Schools, where she supported secondary literacy instruction, curriculum development, and professional learning across schools. These experiences continue to ground her work in the lived realities of teaching and learning in K鈥12 settings.

Dr. Hatten holds a Ph.D. in Curriculum and Instruction with an emphasis in Critical Literacy and English Education, as well as a Master of Arts in Literacy Education, both from the University of Minnesota. Her scholarly work focuses on sociocultural approaches to literacy, culturally relevant pedagogy, and efforts to disrupt traditional tracking structures in schools. Her research examines how issues of power, privilege, and identity are taken up in classroom spaces, particularly in suburban contexts, and explores the long-term impact of critical literacy experiences on students鈥 understanding of themselves and the world.

At the Anchin Center, Dr. Hatten plays a central role in designing and scaling research-informed professional learning initiatives that respond to the evolving needs of educators. Her work includes the development of leadership programs for school and district teams, large-scale workshops and institutes, and collaborative networks that bring together educators across systems. She is deeply committed to the Center鈥檚 mission of serving as a bridge between theory and practice, ensuring that research-based insights are translated into meaningful, actionable strategies for educators.

Across her career, Dr. Hatten has led and contributed to initiatives focused on equity, access, and instructional improvement, including efforts to detrack secondary coursework, integrate culturally responsive teaching practices, and support teacher-led inquiry into classroom practice. She has presented at national and international conferences and facilitated numerous professional development experiences centered on literacy, equity, and effective instruction.

Dr. Hatten believes deeply in the transformative power of professional learning to elevate teaching practice and improve outcomes for students. She remains inspired by the expertise and commitment of educators and is dedicated to supporting their continued growth in service of opportunity, excellence, and meaningful learning for all students.

Jessica Beagle

Assistant Director of Professional Learning

Ms. Jessica Beagle is the Assistant Director of Professional Learning in the David C. Anchin Center for the Advancement of Teaching.  Ms. Beagle brings over 18 years of experience in public education to the Anchin Center.  She holds a degree in elementary education and has worked as an elementary school teacher, a middle school mathematics teacher, department chair, and most recently as an instructional coach supporting multiple content areas across grade levels.  

As an instructional coach, Ms. Beagle was responsible for developing and delivering professional learning opportunities for teachers, facilitating professional learning communities and planning teams, and analyzing and interpreting data for the school leadership team.  In addition to her teaching and coaching roles, Ms. Beagle has worked as a facilitator and reviewer for EdReports.org, particularly in reviewing mathematics curriculum materials.  

Ms. Beagle works to support professional learning and programming in the Anchin Center.


Zee Enamorado Headshot

Xiomara Enamorado (Zee)

Senior Financial Operations Manager

Ms. Xiomara 鈥淶ee鈥 Enamorado serves as the Senior Financial Operations Manager in the College of Education. In this role, she oversees all aspects of budget and finance for the Anchin Center as well as six additional centers and institutes within the College. She holds a degree in Psychology from the University of Central 91社区. Before joining the College of Education, she worked in the College of Arts and Sciences at USF, where she provided financial and administrative support to departments, centers, institutes, and community partners.

Prior to her service at USF, Zee worked with Pasco County Schools as a Buyer, where she excelled in budget management, vendor relations, and compliance. Beyond her financial expertise, she also mentored secondary students facing behavioral challenges, supporting both their academic progress and personal growth. Earlier in her career, she served as an Office Manager, leading a team of 40 associates while facilitating support services and advocating for low-income families.

With a strong commitment to education and a genuine dedication to improving the lives of others, Zee embodies the mission of the College of Education. She continues to make a lasting impact by combining financial expertise with care, compassion, and service.

Darius Brooks

Administrative Assistant

Darius Brooks serves as an Administrative Assistant at the David C. Anchin Center for the Advancement of Teaching, where he supports Center staff with preparations for professional learning events, management of school district partner contact information, organizational needs, and welcoming visitors in the lobby. In addition to his work with the Anchin Center, Darius also provides administrative support to the USF College of Education Dean鈥檚 Office. Prior to joining the Anchin Center, he worked in the USF Library. Outside of work, Darius is an avid sports fan and proudly cheers on the USF Bulls football team.

Faith Fussell

Faith Fussell has joined the David C. Anchin Center as a Social Work major at the 91社区. In her role, Faith is responsible for managing distribution lists, supporting event coordination, overseeing social media, and providing additional assistance as needed.

Prior to her current position, she gained valuable experience as a volunteer at Double Branch Elementary, where she performed various clerical tasks including answering phones, assisting parents with academic inquiries, and managing files. Outside of her professional pursuits, Faith is passionate about singing, dancing, and writing. She aspires to become a licensed clinical social worker and pursue a career as a therapist.
